The Rhode Island Department of State Elections Division, under the leadership of Secretary of State Gregg M. Amore, has sent a voter list maintenance letter to all registered voters in Rhode Island. The mailing should hit your mailbox in early November.
Reviewing and responding to the mailing helps keep our voter list accurate and our elections fair. We are asking all voters to review and update your information within 14 days. There are two ways to update your information:

If you receive a letter addressed to a person who does not live at your address, don’t throw the mailing away! Returning the envelope to our office starts the process of legally removing the person from our voter rolls.

Voter list maintenance is the process of adding, removing, and/or updating voter registration information to ensure an accurate list of registered voters.

Voter list maintenance is the first step to ensure integrity in elections. The voter list is the official list of registered voters eligible to vote in an election. It is imperative that the voter list is accurate so that only eligible voters can cast a ballot. An accurate voter list also allows election administrators to plan more efficiently and to better manage budgets, poll workers, and the overall voter experience.
Yes. The National Voter Registration Act (NVRA) sets forth steps that states must follow concerning voter list maintenance programs that make a reasonable effort to remove from the voter list people who are ineligible by reason of death or change in residence to a location outside the jurisdiction. A state’s voter registration list maintenance program must comply with procedures in the NVRA.
To conduct a voter list maintenance program that makes a reasonable effort to remove voters who are ineligible due to a change in residence, states can follow the “safe harbor” procedure in the NVRA. That procedure allows use of change-of-address information supplied by the United States Postal Service through its National Change of Address program (NCOA) to identify registrants who may have changed residences.
The NVRA also limits whether, when, and how a state can remove a person’s name from the voter list. States can remove the name of a person from the voter list when:
- the voter requests it
- the voter has been judged mentally incompetent to vote by a court of law
- the voter is incarcerated in a correctional facility upon a felony conviction
- the voter has died
- the voter has changed their residence to a place outside the jurisdiction
- the voter is ineligible or improperly registered in the first instance
We work with several agencies and organizations to ensure our voter list is accurate. Those agencies include the RI Division of Motor Vehicles (DMV), RI Department of Corrections (DoC), RI Department of Health -Vital Statistics (DoH), United States Postal Service (USPS), Social Security Administration (SSA), Electronic Registration Information Center (ERIC), and other elections jurisdictions across the country.
Local boards of canvassers at city and town halls will process the necessary changes submitted by voters. Those updates will ensure voters are eligible to vote in the 2026 elections. For those whose mailings are returned undeliverable, election officials will begin the process of removing those voters from the voter list according to the National Voter Registration Act (NVRA). If a voter’s mailing is returned as undeliverable, their voter record will be made inactive. If the voter does not vote in at least one of the next two federal elections (2026 and 2028), they will be legally removed from the voter list.
Statistics indicate that the average American moves 11-12 times in their lifetime and about 40 million Americans move each year. It is important that voter registration information is kept up to date to ensure eligible voters can cast their ballot. It is also important that government works for its citizens by conducting voter list maintenance in ways that make it easier for voters to update their information. Mailings, online options, and automated options (like at the DMV) are voter list maintenance initiatives that make voter lists accurate.
Voter list maintenance also provides assurances that ineligible voters (those who have moved out of a jurisdiction, those who have passed away, and those who are in a correctional facility upon a felony conviction) are not on the voter list.
There are many reasons we may have identified an issue with your voter record. For example, you may not have been required to provide certain information when you first registered to vote – like your driver’s license number – that is now required. Please review and update your information within 14 days of receiving the mailing – either online or with the form on the back of the letter – to ensure you are eligible to vote in the 2026 elections. La Ley Nacional de Registro de Votantes “The National Voter Registration Act”(NVRA por sus siglas en inglés) establece los pasos que deben seguir los estados en relación con los programas de mantenimiento de las listas de votantes, que deben hacer un esfuerzo razonable para eliminar de la lista de votantes a las personas que no son elegibles para votar, por haber fallecido o por haber cambiado su residencia a un lugar fuera de la jurisdicción. El programa estatal de mantenimiento de la lista de registro de votantes debe cumplir con los procedimientos establecidos en la NVRA.
Para realizar un programa de mantenimiento de la lista de votantes que haga un esfuerzo razonable para eliminar a los votantes que no son elegibles debido a un cambio de domicilio, los estados pueden seguir el procedimiento de “safe harbor” (puerto seguro) de la NVRA. La NVRA también limita si un estado puede eliminar el nombre de una persona de la lista de votantes, cuándo y cómo puede hacerlo. Los estados pueden eliminar el nombre de una persona de la lista de votantes cuando:
- el votante lo solicita
- el votante ha sido declarado mentalmente incompetente para votar por un tribunal de justicia
- el votante está encarcelado en un centro penitenciario tras haber sido condenado por un delito grave
- el votante ha fallecido
- el votante ha cambiado su domicilio a un lugar fuera de la jurisdicción
- el votante no es elegible o está registrado incorrectamente en primera instancia
Trabajamos con varias agencias y organizaciones para garantizar que nuestra lista de votantes sea precisa.
