His Excellency,
James Y. Smith,
Governor of Rhode Island,
Sir,
Your letter of the 9th inct. enclosing me a copy of "Resolution of thanks", passed by the Legislature of Rhode Island is just received. To this honorable body, and the loyal people of the State whom they represent, through you, I beg to return my thanks, and the thanks of the "Armies of the "Potomac" and "James", both of which are honorably mentioned in the "Resolution", for this expression of their satisfaction with the efforts we have made in suppressing the most wicked, as well as most giganties rebellion of which history gives any record.
For the kind note with which this "Resolution" is transmitted I return you, personally, my sincere thanks.
