Purpose and Reason

The purpose of the amendments is to allow: the implementing of motor vehicle inspections by examining a vehicle’s on-board diagnostics system; implementation of a light-duty diesel inspection; the regulations propose that, a procedure for implementation of registration denial for vehicles that are not in compliance with I/M program requirements; and, amending the authority to issue suspensions to inspection stations that are not in compliance with program requirements shall be established.
