General Background
Major Responsibilities The General Treasurer reconciles and disburses most state funds, issues general obligation notes and bonds, manages the investment of state funds, and oversees the retirement system for state employees, teachers, state police, judges and some municipal employees. She is also responsible for the management of the Unclaimed Property Division and the Crime Victim Compensation Program as well as oversight of the investments for the state-sponsored CollegeBoundfund. |
Description The General Treasurer, elected by Rhode Island voters, serves as one of the five General Officers mandated by the State Constitution. The General Treasurer may serve two consecutive four-year terms. Treasury includes the following divisions: Business Operations; Crime Victim Compensation; Employees’ Retirement System of Rhode Island; Investment and Finance, including Cash Management, Debt Management and Funds Operations Management; and Unclaimed Property. The General Treasurer serves as chair of the Employees’ Retirement System of R.I. and the State Investment Commission, and serves on the R.I. Public Finance Management Board; the Clean Water Finance Agency; Rhode Island Housing and Mortgages Finance Corporation; Rhode Island Higher Education Assistance Authority and Rhode Island Student Loan Authority. |
