Historical Note: The Governor's Council on Mental Health was created in 1963 when the Appropriations Act of the U.S. Department of Health, Education and Welfare initiated a two-year Grant-In-Aid Program to support the development of a comprehensive mental health plan in the states. Rhode Island's initial plan was created in 1968 and titled A Comprehensive Mental Health Program for Rhode Island. The Council also served as the state advisory council to the Director of the Department of Social Welfare in carrying out the provisions of Title II, P.L. 88-164, the "Federal Community Mental Health Centers Act of 1963". Under this act the Council was responsible for a continuing review and update of the state plan.
