The first report consisted of descriptions of lectures and discussions on agricultural topics that had taken place under the auspices of the board during 1885 and 1886. Subsequent reports included sections discussing specific topics related to agriculture, including entomology, horticulture, dairy farming, market gardening, aviary management, and veterinary care.
The State Board of Agriculture was established by Public Law 507 in 1885. The governor was ex officio President of the Board. Its main purpose, according to its first annual report to the General Assembly, consisted of descriptions o flectures and discussions on agriculture topics that had taken place under the auspices of the board during 1885 and 1886. The Board described its main purpose as "the promotion of agriculture and its return to the high place it once occupied in the industries of the country."
