Scope and Contents: In 1967, Representative Anthony J. Brosco, (D) Johnston, chaired a commission of the Rhode Island General Assembly to investigate hospital room rates and study the advisability of placing such rates under state regulation. Because of the commission, Rhode Island became the second state in 1968 (following New York) to enact a Certificate-of-Need program. Twelve years later the commission’s report was made relevant again by giving the current health policy issues some historical context.
