A precursor to the Department of Administration.  The Department of Civil Service was established by S 14 A "An Act providing for and regulating a state classified civil service based on the merit system, creating a department of civil service to adminster the same and defining its powers, duties and proceedings, and making an appropriation for the same" (Chapter 661) which was approved on March 9, 1939.

In 1951, "An Act establishing a department of administration and defining its functions" (Ch. 2727) ended the Department of Civil Service and established the "Merit System of Personnel Administration" (Chapter 2727- Article II) under the new Department of Administration.
