The Providence County Court House Commission was established in by Resolution No. 10 of the Rhode Island General Assembly which was passed on April 17, 1912.  The resolution authorized the Governor to appoint five persons to the commission to inquire into the inadequate accommodations of the Providence county court house and to ascertain the needs and requirements of the superior court for Providence county the state law library, and the several officials occupying said court house, and to consider and report on the advisability of enlarging said court house, or of erecting a new court house, with recommendations as to the location, nature and cost of such enlargement or of such new building, with authority to procure plans and estimates and to employ such clerical assistance as may be necessary in connection with such investigation and report; and said commission was directed to make said report to the General Assembly at its January session, 1913.  The commissioners served without compensation except for those sums necessary to pay expenses incurred in the performance of their duties.  The commissioners appointed by the Governor to this commission were:

Willard B. Tanner, Providence

Charles F. Stearns, Providence

Herbert A. Rice, Providence

Joseph Quarmby, Lincoln

Henry N. Francis, Cranston
